One of the largest Jewish communities of Volyn lived in Kovel. The first mention of Jews here dates back to the 16th century. In 1897, 8,521 Jews lived in the city—nearly 50% of the total population. There were also less numerous communities in the surrounding villages, one of which was the village of Kozlynychi, 28 km away from Kovel. The settlement was occupied on June 26, 1941. During the mass executions in Volyn, in the summer of 1942, the local Jews were escorted to the outskirts of the village of Shkurat, and shot there. The total number of victims reached around 21 people. As a result of combat operations, onApril 1, 1944, the Red Army took over the village. In 2005, a monument was erected at the site of the shooting. During the occupation, mass executions of Jews also took place in other settlements of the district: Holoby, Melnytsia, Povorsk, Stari Koshary, and Toykut.

​Одна із найбільших іудейських громад на Волині проживала в Ковелі. Перші згадки про євреїв відносяться до XVI ст. У 1897 р. в місті проживав 8 521 єврей – фактично 50% всього населення. Менш чисельніші громади  були і в навколишній селах, серед них і в с. Козлиничі, що за 28 км від Ковеля. Населений пункт був окупований 26 червня 1941 р. Під час масових страт на Волині, влітку 1942 р. місцевих євреїв відконвоювали на окраїну с. Шкурат, де їх розстріляли. Загальна кількість жертв сягнула близько 21 особи. У результаті бойових дій 1 квітня 1944 р. Червона армія зайняла село. У 2005 р. на місці розстрілу встановили пам’ятник. У період окупації масові страти євреїв відбувались і в інших населених пунктах округи: Голобах, Мельниці, Поворську, Старих Кошарах, Тойкуті.
